What is it?
Circle Agent Stack is a bundle of four agent-economy products from the issuer of USDC. Agent Wallets hold and move USDC under human-defined policies (spending caps, address allow/blocklists). The Agent Marketplace is a directory where humans and agents discover and pay for agentic services. Circle CLI is a developer surface for creating wallets, defining policies, and triggering transactions, and Nanopayments (on Circle Gateway) enables gas-free transfers as small as $0.000001 for high-frequency machine-to-machine flows.
How does it work?
Agent Wallets enforce policies before any signing, so the agent is constrained to a budget and allow-list its operator set. Nanopayments batches sub-cent transfers through Circle Gateway so individual on-chain gas fees don't dominate. The Marketplace exposes agentic services with usage-based pricing so an agent can pay per call. Circle CLI ties it together: install Circle Skills, mint wallets, manage policies, and trigger transactions from a single command line.
Why does it matter?
If agents start spending money autonomously, somebody has to give them a wallet, a budget, and a way to settle small amounts. Circle is bidding to be that layer for USDC, leaning on $24.24M of x402-protocol payment volume in the 30 days before April 29 (99.8% USDC) as proof the demand exists. It's a direct response to AWS, Google Cloud, Coinbase, and Solana shipping their own agent-payment plumbing in recent weeks.
