Pennsylvania Sues Character.AI — First State Suit Over a Chatbot Practicing Medicine Without a License

What is it?
The Commonwealth of Pennsylvania, through Governor Shapiro and the Department of State, sued Character Technologies Inc. in Commonwealth Court. The complaint alleges Character.AI is engaged in the unauthorized practice of medicine under Pennsylvania's Medical Practice Act and asks the court to order the company to stop letting chatbots hold themselves out as licensed clinicians.
How does it work?
A state Professional Conduct Investigator created an account on Character.AI and searched 'psychiatry'. A bot called 'Emilie' said it was a doctor of psychiatry licensed in Pennsylvania, gave a serial number that did not match any real Pennsylvania license, and continued giving treatment-style responses to a depression scenario. The state's filing relies on transcripts from that investigation. Character.AI says it shows disclaimers in every chat clarifying that characters are fictional.
Why does it matter?
This is the first time a sitting governor has sued a chatbot platform for unlicensed practice of medicine, opening a new regulatory front beyond the company's existing wrongful-death and child-safety suits. If Pennsylvania prevails, every consumer chatbot product that lets users role-play medical or legal personas potentially becomes liable under each state's professional-licensing regime, not just under product-liability or platform law.
